Italian Hub Supports Course on European Protections of Human and Fundamental Rights

The course took place on 16–18 July 2025 at the A de Marsico Library in Castel Capuano.

The Human Rights Commission of the Naples Bar Association, coordinated by Mariella Fiorentino (ELI Fundamental Rights and Administrative Law SIG Member), together with the Immigration Law Commission chaired by Luigi Migliaccio (ELI Member), organised an advanced training course titled “European Protections of Human and Fundamental Rights”. The event was held in cooperation with the Human Rights Commission of the European Lawyers' Union (UAE), also led by Fiorentino.

The three-day course took place at the historic De Marsico Library in Castel Capuano, Naples, and concluded on 18 July. It focused on equipping lawyers with practical tools for submitting applications to the European Court of Human Rights (ECHR), preliminary references to the Court of Justice of the European Union (CJEU), and complaints to the European Commission.

The course opened with remarks by Professor Riccardo de Caria for the ELI Italian Hub and welcomed distinguished guests including MP Agostino Santillo and MEP Mario Furore.

Day 1 covered applications to the ECHR, with insights from Kristina Pardalos (former ECHR judge), Gregory Thuan dit Dieudonné (UAE Human Rights Commission President and ECHR First Referendary), and Professor Lorenzo Acconciamessa.

Day 2 addressed preliminary references to the CJEU, featuring Celestina Iannone (CJEU Research Director), Professors Oreste Pallotta and Fabio Ferraro.

Day 3 focused on complaints to the European Commission, with contributions from Ingrid Bellander-Todino (DG JUST), Amedeo Barletta (ECBA), and Professors Gabriele Donà and Rossana Palladino.

The course drew a large number of engaged lawyers and received highly positive feedback, reflecting a strong interest in European legal tools for the protection of fundamental rights.
