The webinar was opened by Alberto De Franceschi (Professor, University of Ferrara; Co-Chair of the SIG). This was followed by a presentation from Raquel Carvalho (Professor, Católica University) on the importance of green public procurement as a tool to fight climate change and move towards a carbon-neutral economy. After a general introduction to the topic, the presentation focused on recent legal developments in Portugal, namely recent revisions of the Public Procurement Code (2017 and 2021), the enforcement of the general Waste Management Regime (2020), the Climate Law (2021) and the draft Law on Circular and Green Public Procurement (GPP; 2022), still under discussion in the Portuguese Parliament.
