The Innovation Paper, available here, comprises 12 Principles aimed at providing further guidance on establishing a legal framework for automated decision-making (ADM) in the EU, both in light of the ever-growing use of ADM systems in the digital world as well as unharmonised EU rules relating to automated processes. While useful rules on algorithm-based systems and automated means can already be found in (existing and proposed) Union legislation, they do not form a consistent, coherent, and all-embracing body of principles/rules governing ADM systems yet – a gap that the Guiding Principles seek to address. It is therefore hoped that the Principles will provide further guidance to policymakers, practitioners, academics and others working in this ever-evolving field.

The Innovation Paper was drafted by Prof Dr Teresa Rodríguez de las Heras Ballell (ELI Executive Committee Member; Professor, Charles III University of Madrid) with input from ELI Members.
