Presentation of Draft ELI Protection of Adults Output to European Parliament Members

On 21 January 2020, Robert Bray and Pietro Franzina met at the European Parliament in Brussels with members of the European Parliament's Committee on Legal Affairs (JURI) to present the draft ELI Instrument on the Protection of Adults in International Situations.

Representatives of the European Commission and the Secretariat of the Council of the European Union took part in the meeting. Philippe Lortie, First Secretary of the Hague Conference on Private International Law, also attended. Ibán García del Blanco, Vice-Chair of JURI, and Axel Voss, member of JURI, heard the views of the participants and asked for details on the solutions envisaged in the draft.

The following issues, among others, were addressed in the discussion: the reasons for the relatively limited number of ratifications of the Hague Convention on the Protection of Adults so far; the added value of the legislative and non-legislative measures contemplated in the draft Instrument; and the initiatives that the European Parliament might take at this stage to reopen the debate on the protection of adults in Europe.
