The Center for Legal Examination and Legislative Initiatives was established in May 2022, in accordance with the Decree of the President of the Republic of Azerbaijan. It is a public entity, which is primarily functioning in the area of enhancing the quality of lawmaking.  

According to its Charter, the Center’s main functions are as follows:

• Drafting legal acts
• Conducting legal examination (scrutiny) of draft legal acts
• Legislative initiative (preparing proposals on making amendments to the law or on initiation of legal reforms)
• Advising on the preparation of legal acts
• Conducting trainings on legislative drafting and application of law
• Providing formal legal opinions
• Translating legal acts
• Preparing commentaries to legal acts
